Institutional Gaslighting in the NPO Sector: How the DSD's Portal Rush Impacts South African Non-Profits

The Department of Social Development (DSD) has just announced the "final shutdown" of their legacy NPO system on 15 October 2026, touting a successful three-phase digital transition.

This is a textbook case of 𝗶𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻𝗮𝗹 𝗴𝗮𝘀𝗹𝗶𝗴𝗵𝘁𝗶𝗻𝗴 𝗯𝘆 𝗗𝗦𝗗 —presenting a public narrative that completely contradicts the lived reality of its users, making us feel like we are crazy, incompetent, or at fault for their systemic failures.

Here is what DSD conveniently left out of their update:

  •  𝗪𝗵𝗲𝗿𝗲 𝗮𝗿𝗲 𝗣𝗵𝗮𝘀𝗲𝘀 𝟮 𝗮𝗻𝗱 𝟯?

They proudly highlight Phase 1 for new registrations. But there is zero clear guidance or timeline for NPOs that existed before September 2025 and have the compliance documents to prove it. Countless existing, fully compliant NPOs are entirely unable to link their profiles to the new system—a massive, ongoing glitch that many of us have repeatedly complained about.

  • 𝗧𝗵𝗲 "𝗦𝗵𝘂𝘁𝗱𝗼𝘄𝗻" 𝗼𝗳 𝗮 𝗦𝘆𝘀𝘁𝗲𝗺 𝗪𝗲 𝗖𝗮𝗻𝗻𝗼𝘁 𝗙𝗶𝗻𝗱 (𝗧𝗵𝗲 𝗣𝗵𝗮𝗻𝘁𝗼𝗺 𝗟𝗲𝗴𝗮𝗰𝘆 𝗦𝘆𝘀𝘁𝗲𝗺)

DSD is warning us that the legacy system will be switched off on 15 October 2026. The frustrating irony? Most of us haven't been able to access it since last year. The links disappeared months ago, constantly redirecting us to the new, broken platform. You can't switch off a system you've already locked us out of.

  • 𝗔 𝗕𝗹𝗮𝗰𝗸 𝗛𝗼𝗹𝗲 𝗳𝗼𝗿 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝗰𝗮𝘁𝗶𝗼𝗻

The department states they will no longer accept compliance reports via email. This creates a false reality where the DSD has been dutifully processing emails up until now. They have been ignoring and rejecting emailed compliance submissions since last year anyway! Emails vanish into a void with zero response, or automated replies stating “this email does not accept attachments - use online system” (but hello—I cannot link my existing NPO!). Phones go entirely unanswered. For most of us, traveling in person to a provincial DSD office is simply not a viable option.

Existing NPOs are trying desperately to remain compliant, but we are being actively blocked by the online portal not being functional since inception -  with no hope that the  IT migration will be less disastrous.

NLC: Back in the Day

Remember the cumbersome system that NLC rolled out and the subsequent gaslighting that the problem was not on their side and us little NPO's must get our @#$ together. Remember the dreaded NLC 421 error [verification of directors etc] as NLC linked their NPO verification system to proceed with a application, to DSD's old legacy system. Even if you could produce all documents from DSD re acceptance of compliance documents or changes - you could not proceed. We assisted 5 NPO's/NPC with their NLC applications - the 3 compliant NPO's [with written compliance confirmation from DSD] could not be registered . 2 NPC's -verified against CIPC portals were verified and have received grants. But as recently as May 2026 NLC stated a "massive “compliance gap” in the charitable sector-link below. This once again ignores the problems in their system, and also sidesteps the past and present problems in the DSD system.

We are one of those NPO's- we have not been able to submit either this years and last years compliance reports and financial reports. In addition - DSD gifted us a new NPO - which is never going to be compliant because it does not exist.
